The Housing Coalition of Cumberland County is a countywide collaborative made up community members in and around Cumberland County with a shared goal of housing for all. We advocate for system-level change that removes barriers and bridges gaps to meet the housing needs of all Cumberland County residents.

Belinda has held roles in PA state government with the Administrative Office of Pennsylvania Courts (AOPC) and the Department of Human Services (DHS), as well as with 501c3 organizations such as The Bair Foundation and The Baptist Resource Network. She has served on several roundtables and sub-committees at the state level working to address child welfare policy and practice. Some career highlights include:
– 7 years working with state, local, and federal partners, with a focus on process improvement, data-driven approaches, and strategic planning.
– 6 years working with pastors and church planters connecting them to tools and resources to aid in community engagement and growth.
– 20+ years working alongside vulnerable populations in either a volunteer or professional capacity.
Cait has 8 years of experience as a social worker. She has devoted much of her career to supporting survivors of domestic violence and collaborating with various social service agencies.
Throughout her career, Cait has witnessed firsthand the challenges posed by the housing crisis, particularly for vulnerable populations. This experience has provided her with a unique perspective on the complexities of finding safe and stable housing for those in need.
In addition to her professional social work experience, she brings a personal understanding of property management as a landlord overseeing multiple properties in Cumberland and Dauphin counties. This dual perspective allows Cait to approach housing issues with a comprehensive understanding of both tenant and landlord concerns.
Her passion for the helping field, combined with her diverse experience in social work and property management, drives her to continually seek innovative solutions to advocate for housing that meets the needs for all Cumberland County residents.
2019 – The former Local Housing Options Team (LHOT) rebranded to Community Partners for Change
2022 – Created our first Strategic Plan
2024 – Rebranded to Housing Coalition of Cumberland County
2025 – Launched the Landlord Engagement Initiative
– Formed a Reentry Housing Subcommittee in partnership with the Cumberland County Reentry Coalition
